Italy's decreto flussi 2027 allows 165,850 non-EU workers to enter for employment or self-employment. Employers pre-fill work authorisation requests on the Interior Ministry's ALI portal until 20:00 on 7 December 2026, then submit them on fixed click days, starting on 12 January 2027 for seasonal farm work.

The rules come from the decree of 2 October 2025 (D.P.C.M.) that plans quotas for 2026-2028, and from joint circular no. 7185 of 1 October 2026. This guide covers the quotas, the forms, the dates and the new deadlines for employers.

TL;DR

  • 2027 quotas: 165,850 entries, of which 76,200 non-seasonal, 89,000 seasonal and 650 self-employed.
  • Pre-filling on the ALI portal runs from 23 October to 7 December 2026, including weekends and holidays.
  • From 9 to 13 December 2026 you can only finish applications already started.
  • Click days from 9:00: 12 January, 9 February, 16 February and 18 February 2027.
  • Employers have 15 days to confirm the nulla osta and 15 days after arrival to sign the residence contract.

How the decreto flussi works

Italy admits most non-EU employees through annual quotas. The employer, not the worker, applies to the immigration desk (Sportello unico per l'immigrazione) for a nulla osta, a work authorisation for a named person. With it the worker applies for an entry visa at the Italian consulate, travels to Italy and then applies for a residence permit.

The applications are sent online on "click days". Quotas are limited, so a request that is ready and saved before the click day matters.

2027 quotas

According to joint circular no. 7185 of 1 October 2026, the 2027 quotas are:

Type of entry 2027 quota
Non-seasonal employment 76,200 (of which 14,000 for domestic and care work)
Seasonal employment in agriculture and tourism 89,000
Self-employment 650
Total 165,850

From 2027, Kenya is added to the countries of origin, following a memorandum on migration and mobility signed with Italy on 2 July 2026. The other quota reserves in the D.P.C.M. still apply.

Pre-filling on the ALI portal

Pre-filling is open from 9:00 on 23 October to 20:00 on 7 December 2026, around the clock and on public holidays, on the ALI services portal. Four forms are used:

  • C-Stag agricolo: seasonal work in agriculture;
  • C-Stag turistico: seasonal work in tourism;
  • B2020: non-seasonal work in the sectors listed in the decree;
  • A-bis: non-seasonal domestic and care work.

From 9:00 on 9 December to 20:00 on 13 December 2026 the portal reopens only for applications already started. New applications can't be added; you can review the data the system fetched, correct the form and save it so its status moves from "to be completed" to "ready to send". Only a form in that status can be sent on the click day.

2027 click days

Applications can be sent from 9:00 on these dates, as confirmed by the Italian Ministry of Labour:

Click day Sector Form
12 January 2027 Seasonal agriculture C-Stag agricolo
9 February 2027 Seasonal tourism C-Stag turistico
16 February 2027 Non-seasonal B2020
18 February 2027 Domestic and care work A-bis

All applications can be filed until 31 December 2027 while quotas last. The ALI portal says that from the day after each click day, new applications can be filled in and sent until that date.

New deadlines for employers

The circular points to changes in Italy's consolidated immigration act (Legislative Decree 286/1998) made by Decree-Law 146/2025, converted by Law 179/2025, and by Legislative Decree 83/2026:

  1. Confirm the nulla osta within 15 days. The employer must confirm the request to the immigration desk within fifteen days of being told the visa checks are complete. Without confirmation the request is treated as refused and any nulla osta already issued is revoked.
  2. Keep the worker informed. The employer must promptly pass on to the worker every communication received about the nulla osta.
  3. Sign the residence contract within 15 days. Employer and worker must sign the contratto di soggiorno within fifteen days of the worker's arrival in Italy, up from eight. Within the same period the employer sends it online to the immigration desk.

Confirmation and the contract can be handled through the portal's private area, directly or through authorised labour consultants or employer organisations, but the employer remains responsible.

What this means for people moving to Italy

If you are the worker, you can't apply yourself: ask your future employer whether the request has been pre-filled and saved. Once in Italy you will also deal with tax residency, social security and registration. Our guide to cross-border employment explains the main questions, and the article on ETIAS and EES covers short visits to Europe.
